Roof Flashing Repair: A Goose Creek Leak With Nothing Missing

The hardest leak to explain is the one on a roof that looks perfect from the driveway. When nothing is missing and water is still getting in, the seams are where to look.

The most confusing call a roofer takes in Goose Creek goes roughly like this. There is a brown ring on the ceiling of the back bedroom. It showed up after a line of storms came through around dinnertime. The homeowner has already walked the yard, looked at the roof from the driveway, and found nothing — no blown-off shingles, no debris in the gutters, no torn edges. Just a stain, and the sinking feeling that comes with it. The instinct at that point is to assume the roof is finished and start bracing for a replacement quote. That instinct is usually wrong. When the shingle field is intact and water is still getting inside, the suspect list gets short in a hurry, and near the top of it sits the flashing: the metal that seals every seam where the roof plane runs into something standing up. That is a repair, not a replacement, and knowing how to tell the difference is worth an afternoon of reading.

The stain is downhill from the problem, never under it

Water that gets past a flashing joint does not drop straight into the room below it. It lands on the deck or the back of a rafter and runs. It tracks along the underside of the sheathing, follows a rafter to a ceiling joist, travels sideways, then spreads across the back of the drywall until it finds a seam. The visible stain is routinely feet away from the entry point, and almost always lower on the slope.

Pointing at the ceiling, then, is a starting point and not an answer. What a roofer needs is not a photo of the stain but a description of when it shows up.

The timing is the diagnostic. A ceiling that only gets wet when heavy rain arrives with wind behind it, and stays dry through an all-day soaker, is pointing at a vertical junction. A leak that shows up in every rain regardless of wind direction points more toward a penetration — a pipe boot, a vent flange, a nail backing out. Dampness with no rain at all is usually condensation, not a roof problem.

A roof that has lost shingles announces itself from the street. A roof with a failed flashing joint gives you nothing to look at, which is exactly why it gets misdiagnosed as a worn-out roof. Before anyone prices a tear-off, the seams deserve a look, and that is a targeted roof repair question rather than a replacement question.

Wind-driven rain does not fall. It pushes.

Goose Creek is inland. The water getting into these houses is not surge. It is rain arriving off a squall line, and squall-line rain does not behave the way rain behaves in a drawing. Wind moving across a roof creates a pressure difference between the outside face of the assembly and the cavity behind it, and that difference drives water laterally across the plane and up the slope — against gravity — into laps detailed on the assumption water only runs downhill.

Every flashing detail on a house is a series of overlaps. Overlaps work beautifully when water runs down over them. They are the wrong geometry entirely when water is being pushed under them.

This is documented exposure, not a local theory. The Brick Industry Association classifies wind-driven rain on the Eastern Seaboard as severe, with rain lasting hours alongside high-velocity wind. FEMA's coastal construction guidance states that poor flashing performance and the water intrusion behind it are a common problem for coastal homes, and recommends enhanced flashing techniques wherever high wind and driving rain are routine.

The Berkeley County record fits. The State Climatology Office logs 380 severe wind events and 160 hail events in the county across the 1950 to 2020 period — period totals, not an annual rate, and not a forecast for your street. The National Weather Service climatology for the Charleston forecast area puts the peak of severe convective wind in late spring and early summer, which is precisely the season that produces the storm this article is about: wind arriving with the rain rather than after it.

Every place the roof runs into something vertical is a suspect

Subdivision housing is generous with these junctions. A front porch roof dying into the wall of the second story. A garage bump-out where a short plane ties into siding. Dormer cheeks. A chimney chase coming up through the field. Two planes meeting in a valley. Each is a place where a waterproof surface stops and hands the job to a piece of metal and a lap.

The porch and bump-out roofs deserve special attention, and this is the part nobody mentions. Those tie-in roofs are frequently low-slope, because that is what fits under a second-story window. The code sets 2:12 as the absolute floor for asphalt shingles and requires doubled underlayment from 2:12 up to 4:12, precisely because shallow slopes drain slowly. Now put a vertical wall at the top of that plane and add lateral wind pressure. Low pitch plus a wall plus wind is the worst combination on the house.

What makes these failures persistent is that the cladding hides them. The Department of Energy's retrofit guidance for roof-wall intersections warns that fiber cement, vinyl siding and brick veneer can mask the evidence for years while framing rots in the dark behind an immaculate-looking wall.

Valleys belong on the list for a different reason. A valley is not a wall junction, but it is the drain line for two entire roof planes, carrying concentrated water at speed. Anything marginal about the lining, its width, or how the shingles were cut into it shows up there first, and during the heaviest rain rather than the ordinary kind.

Step, kickout, counter, valley: what each piece of metal is for

Step flashing is a run of individual bent metal pieces, each folded down the middle, woven in one at a time with the shingle courses wherever a slope runs alongside a vertical wall. Each piece laps the one below it, so water coming down the wall lands on metal and is carried onto the shingles. The failure modes: bent or corroded pieces reused from an older roof, fastener holes in the wrong place, and one long continuous strip substituted for the woven pieces, which hands water an uninterrupted path behind the shingles.

Kickout flashing is the piece at the bottom of that run, at the eave, and its only job is to turn water away from the wall and into the gutter. It is small, easy to leave off, and left off constantly; when it is missing, everything coming down that wall line lands in the corner where roof meets siding. Code does not name it, but it does require a flashing that diverts water where a sloped eave meets a vertical sidewall.

Counterflashing is the masonry piece. Base flashing sits on the roof and turns up against the chimney; counterflashing is set into the wall itself and laps down over the base flashing, so water running down the brick face sheds outward instead of behind. Two pieces, because nothing relying on a permanent seal between metal and masonry survives thermal movement.

Valley flashing is the lining in the trough where two planes meet — exposed metal in an open valley, membrane beneath shingles in a closed one. Code sets minimum widths: open metal valleys not less than 24 inches, closed valleys underlaid with a ply not less than 36 inches. There is a material floor too — corrosion-resistant metal not less than 0.019 inch — because thin metal deforms and a deformed lap is an open lap.

What the code asks for, and what a 140-plus MPH design zone changes

Section R903.2 requires flashing installed so moisture cannot enter the wall or roof through joints, through moisture-permeable materials, or at intersections with walls and penetrations. R903.2.1 says where: at wall and roof intersections, wherever the roof changes slope or direction, and around every opening. R905.2.8.3 sets the sidewall minimum — continuous or step flashing not less than 4 inches high and 4 inches wide, directing water away from the wall and onto the roof or into the gutter.

That last requirement, away from the wall, separates a real repair from a cosmetic one. Flashing is not an object laid on top of the roof; it is a layer inside the wall assembly, and the wall side of the code says so. R703.2 requires a water-resistive barrier over exterior sheathing, and R703.4 requires corrosion-resistant flashing applied shingle-fashion at roof-wall intersections. The housewrap laps over the step flashing. Reverse that sequence and the assembly becomes a funnel. Some details the code deliberately does not dimension: R905.2.8.4 sends front-wall, pipe, vent and chimney flashing to the shingle manufacturer's printed instructions.

Then there is where you live. The City of Goose Creek's own permit procedures place the entire city in a 140-plus MPH ultimate design wind speed zone and designate it a wind-borne debris region, under the 2021 South Carolina Residential Code effective January 1, 2023. R905.2.4.1 requires shingles tested to ASTM D7158 and classified for the site's ultimate design wind speed, with ASTM D3161 accepted where D7158 does not apply — so ask the building department which figure governs your parcel rather than reading one off a brochure. One national provision does not apply here at all: ice barriers are required only where there is a history of ice forming at the eaves. Self-adhered membrane still belongs in your valleys and roof-to-wall junctions — for wind-driven rain reasons, not ice reasons.

Your brick chimney is not waterproof, and caulk is not a repair

Homeowners reasonably assume masonry keeps water out. The masonry industry's own guidance says otherwise. Brick Industry Association Technical Note 7 states that it is nearly impossible to keep heavy wind-driven rain from penetrating a single wythe of brickwork regardless of materials or workmanship, and that the right approach is to assume some water gets through and give it a managed way back out.

That reframes the whole chimney conversation. A chase is not a solid plug in your roof. It is a permeable structure that takes on water in a driving rain and has to shed it, which is why the joint where chimney meets roof needs two pieces of metal, not one. Technical Note 7B names the most common failure bluntly: in no circumstances should the flashing be stopped behind the face of the brickwork.

Counterflashing belongs in a mortar joint, a cut reglet, or under a termination bar, mechanically held in the masonry. What it does not belong in is a bead of sealant smeared along the brick. Surface caulk is the most common thing found on a leaking chase, and it fails for an obvious reason: metal and masonry expand at different rates, the bond breaks, and the caulk becomes a gutter with a crack in it aimed inward. FEMA puts it directly — do not rely on sealant as a substitute for proper lapping.

The other detail to ask about is the cricket. Code requires a cricket or saddle on the uphill side of any chimney or penetration wider than 30 inches measured parallel to the ridge. Without one, the upslope face is a dam holding water and debris against the flashing, and the cricket's own intersection with the chimney has to be flashed and counterflashed like any other.

Ruling things out before anyone pulls a shingle

A ceiling stain under an intact roof field is not automatically flashing. Skipping the differential diagnosis is how a homeowner pays to reflash a chimney that was never leaking. Several other explanations produce nearly identical symptoms, and each can be ruled out without tearing anything off.

Pipe boots and vent flanges come first, because they are easy to check and fail quietly. Ridge and gable vents come second — a vent that performs perfectly in vertical rain can take water sideways when the wind is square to it, producing the same wind-only pattern while landing the water somewhere else. Condensation is third, and it is the one most often mistaken for a roof leak, because a poorly ventilated attic wets the underside of the deck and drips with no rain involved.

On that third one: the baseline ventilation ratio is one square foot of net free area per 150 square feet of attic, and the reduction to one in 300 is available here only through balanced high-and-low vent distribution, because the vapor-retarder route applies to colder climate zones. If the attic is the culprit, no metal on the roof fixes it — that is an attic ventilation problem with a different remedy. Fourth is the HVAC condensate line; fifth is a brick veneer or stucco wall standing above the roof plane.

The order on the roof is bottom-up and patient. Start below the suspected junction and work upward with controlled water, one zone at a time, with someone inside watching. Running a hose over the whole roof at once tells you only that it leaks, which you already knew. Pulling the lowest few courses at a wall line and looking at the actual step flashing answers it in minutes. That is the work of a real roof inspection, and it should precede any quote.

Why the honest answer is usually a repair

If the shingle field still has life in it and the failure is confined to junctions, replacing the entire roof to fix a flashing joint is solving the wrong problem at the wrong scale. The scope that matters is narrower, and what drives it is what sets the number on the estimate.

Five things move it. How many junctions are involved — one porch wall is a different job from a porch wall plus a chimney plus two dormers. Whether siding has to come off, which at a roof-to-wall line it usually does, because the step flashing lives behind the cladding. Whether the sheathing or framing underneath has rotted, which nobody can price from the ground. Chimney size and whether a cricket has to be built. And pitch and access. A proposal that does not name those has not looked.

On the repair itself, hold a contractor to the federal guidance rather than to house rules. FEMA's roof-to-wall flashing fact sheet recommends an enhanced detail, not the bare minimum: laps run longer than standard practice, step flashing with a taller vertical leg, self-adhering modified bitumen tape over the top edge of the step flashing, fasteners compatible with the flashing metal so the two do not eat each other, and housewrap lapped over the flashing rather than sealed to it.

One thing to insist on: new step flashing. No code section forbids reusing the old pieces, and anyone telling you otherwise is overstating it. The argument is workmanship, and it is a strong one. Pieces that came off a roof are bent, already holed by fasteners in the wrong spots, and often corroded at the fold where water sat. Putting them back asks a compromised part to carry a repair you are paying for, somewhere you will not see again for a very long time.

Permits, the claim question, and an appraisal on a PCS clock

Permitting depends on which side of the city line you are on, and a Goose Creek mailing address does not settle that question. Inside city limits the city runs its own Permits and Building Inspection Divisions — residential work does not route through a county at all — and issues a dedicated roofing permit record type that appears on the permit list the city publishes each month. Pulling one is ordinary, not an escalation. Outside city limits the authority is whichever county the parcel sits in. For most addresses around Goose Creek that is Berkeley County's Permitting Department in Moncks Corner, where a permit is required before work commences and county ordinance doubles the fee when work starts first — but the city's footprint reaches into Charleston County as well, so settle it on the parcel rather than the mail.

Gradual intrusion through flashing that failed over time is commonly treated by carriers as maintenance rather than a sudden and accidental loss, and policies carry exclusions aimed at wear and tear and long-term seepage. Coverage turns on the policy language and on what actually happened, so nobody should hand you a verdict before reading it. What state law does guarantee is disclosure: insurers must tell policyholders at issuance and renewal about windstorm mitigation credits and whether a separate deductible applies to hurricane, wind or named-storm damage — worth reading alongside how coverage actually works on a roof.

For families tied to the Weapons Station side of Joint Base Charleston on Red Bank Road, timing outranks both, because a PCS window turns a slow leak into a scheduling problem. VA minimum property requirements ask that the roof covering prevent the entrance of moisture and provide reasonable future utility, and the defective conditions list names leakage, dampness and decay. There is no numeric remaining-life rule in that text, and anyone quoting one in years is reciting folklore — the same ground as VA loan roof requirements in South Carolina.

A flashing leak is a small, findable, fixable defect wearing the costume of a catastrophe. Get someone on the roof who will open the junction and show you what is behind the siding before anybody prices a tear-off.

Because most leaks on an intact roof start at a seam, not in the shingle field. Wherever the roof plane meets something vertical — a wall, a dormer, a chimney — the waterproofing hands off to metal flashing and a series of overlaps. None of that is visible from the driveway, which is why an intact roof and a wet ceiling are not a contradiction.
